This Opportunity:

Palladium is currently seeking a Senior Digital Health
Advisor within the Information Systems team who will be based in the United
States. This critical role bridges the Information Systems, Digital Solutions
and Health portfolios, focusing on digital health and Health Information System
(HIS) activity development and implementation within Palladium's Global health
programs. The Senior Digital Health Advisor will play a pivotal role in shaping the
strategy, analysis, design, architecture, and governance of digital health
activities, emphasizing the use of information for decision-making. This role
will also contribute significantly to business development activities, actively
participating in proposal development and fostering growth opportunities.

Location
and Compensation:

The position is based in Palladium's Washington, DC office with an
expectation to be physically present 3 days per week. The position may require approximately 30%
overseas travel, with a particular focus on low- and middle-income countries
(LMICs).
For
our prospective employees in the United States, please note that the full-time
equivalent annual base salary for this position is expected to range from $93,000
to $140,000, and successful candidates may also be eligible for additional,
variable incentive compensation dependent on the role. For part-time employees,
the salary will be prorated based on the actual number of hours worked.

including but not limited to your qualifications, education, experience,

Reporting and Supervision:

This role will report to the Director, Information
Systems Portfolio with regular updates, monthly activity reports, and quarterly
updates on project performance and revenue. Additional reporting may be
required as specified by the manager.

This role is integral to the International Development
portfolio in the Americas Region and involves close collaboration with Project Directors,
Team Leaders, Senior Managers, and external stakeholders.

Primary Duties and Responsibilities:

Portfolio
Management, Strategy, and Growth:

  • Lead efforts to ensuring quality in the design, planning, and delivery of projects aimed at enhancing digital health systems for evidence-based decision-making
  • Support Project Directors and in-country teams with thought leadership, programming, work planning, budgeting, and reporting"
  • Support the Portfolio Lead in optimizing the digital health staffing, from business development to project implementation, ensuring consistent project staffing and workload management
  • Provide technical oversight on the development and implementation of digital health activities, including strategy development, partnerships, governance, capacity building, and digital product adaptation
  • Mentor mid-level staff in headquarters and field offices

Strategy:

  • Lead efforts to formulate digital health partnerships, collaborations, and strategies to enhance country implementation and project sustainability
  • Identify, build, and maintain relationships with partners and consultants offering expertise in digital health and related sectors
  • Represent Palladium in international forums, providing thought leadership and contributing to technical working groups and communities of practice

Growth:

  • Define a strategic approach to integrate digital health activities within Palladium's health systems strengthening portfolio, considering strategic countries, clients, partners, competitors, and market intelligence
  • Work with different teams in the identification, assessment, and pursuit of new business opportunities, contributing to the analysis of prospects for winning opportunities
  • Contribute to proposal development through strategy input, partnership building, and technical approach contributions

Technical
Advisory and Activity Management:

  • Provide expertise in the design and implementation of country-level enterprise architecture, enhancing the governance framework for improved coordination
  • Serve as the Activity or Project Manager for digital health and software development projects, liaising with clients and stakeholders for planning, implementation, review, and reporting
  • Ensure project documentation is up to date, following best practices for software documentation

Collaboration
and Capacity Building:

  • Collaborate with public health leaders and portfolio and project team members to understand the data analytics needs and provide technical guidance for delivery
  • Assist projects in developing Health Information System (HIS) performance indicators
  • Identify opportunities for capacity building, ensuring digital health activities adhere to relevant international technical standards

Key competencies and professional expertise required

  • Demonstrated experience in government client project management and business development, with on-the-ground support to digital health in USAID-supported countries
  • Prior experience with USAID or CDC, including familiarity with program cycle, policies, guidance, and regulations related to HIS and informatics
  • Strong command of priority public health indicators and country digital health systems
  • Comprehensive understanding and experience implementing open-source global good software products (e.g., DHIS2, OpenLMIS, iHRIS, OpenIMIS, OpenMRS, CommCare)
  • Proven experience in successfully implementing interoperability among two or more systems
  • Ability to work in a dynamic environment with changing requirements and priorities
  • Knowledge and application of the Principles for Digital Development
  • Ability to work effectively in a multicultural team, with strong project management skills and proficiency in digital tools (Microsoft Teams, Planner, Jira)
  • Sound problem-solving and decision-making skills
  • Willingness to travel and work abroad for a minimum of 10 weeks per year in developing countries (as per current COVID pandemic guidelines)
  • Excellent written and verbal communication skills, with strong technical writing ability
  • Ability to conceptualize and write bid proposals or project reports
  • Strong strategic partnership and client relationship management skills
