Office of Online Services

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.


  • Independently conducts, leads, or participates in studies, analyses or projects addressing complex problems requiring considerable ingenuity and creativity to determine the approach and identify the relevant factors for analysis. Ability to extract insights from data to improve business results and achieve business objectives.
  • Responsibility for conducting the studies, analyses, or projects includes formulating the overall concepts and methodologies, using research techniques, determining the types of data to be collected, and analyzing data from a variety of sources.
  • Consults with project and program managers to establish and define the overall goals and objectives, prepares short- and long-term action plans and schedules for various phases of a project.
  • Collects, analyzes, and consolidates data and status reports to determine impact on resources, effectiveness, and compliance with established goals and objectives. Prepares required narrative, statistical reports, and recommends necessary corrective measures.
  • Provides input to project plans such as the Project Management and Acquisition Financial Management Plans, Cost Analysis and Technical project documentation.
  • Maintains systems to review, control, and report on status. Monitors projects and coordinates with project stakeholders to adjusts work plans, schedules, and assignments for project accomplishment. Analyzes project data and requirements to identify problem areas, assess impact, and formulate solutions.
  • Conducts regular risk assessments and maintains communications on the risks to appropriate levels within the organization. Provides input to project and program managers on mitigating the risks, and ensure risks are properly incorporated into overall project plans and schedules.
  • Provides input on standard operating procedures and IRMs, policy issuances, and other written guidelines and recommendations. Serves as a key coordinator within the organization in the adoption and implementation of policy proposals developed.
  • Meets with managers and stakeholders within and outside the Service to define the goals and objectives of projects and programs; negotiates with stakeholders across the Service to obtain resources and support. Coordinates and integrates stakeholder input assigned to the project. Reviews the input of project participants to ensure compatibility and consistency in meeting overall project objectives.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-14: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 that demonstrated experience with a wide range of qualitative and quantitative methods to design and conduct comprehensive studies and projects and to assess and improve program effectiveness or complex management processes and systems where you will research and investigate new or improved practices. Experience includes project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex projects, as well as team management techniques to plan, organize, and direct team study work; Budgeting methods and techniques to prepare analyses and estimate resource needs.

In addition, your experience should include comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents to prepare recommendations affecting program execution, evaluate new or modified legislation for potential impact upon agency operations and adapt basic legislation into program goals. Experience demonstrating oral communication techniques to present findings, negotiate solutions to disputed recommendations; and written communication techniques to prepare directives, policy statements, legislative proposals, and other written guidelines to introduce new initiatives and recommendations.
