DEPARTMENT OVERVIEW

Capital Programs provides systemwide leadership and campus support in the following areas: capital budget strategy, policy and recommendations to the regents and the state of California; capital project design and delivery strategies, policy, contract development, and training; design professional selections; building/safety code and regulatory issues; land use and site planning, long-range development plans, CEQA compliance and environmental documents; sustainability; and real estate transactions.

POSITION SUMMARY

The Director of Design and Construction Services should have a minimum of 10 years of experience as a leader responsible for the implementation of major capital and non-capital projects. The Director functions as an influential representative when interacting with other organizational units. Acts on behalf of senior leadership to direct overall management related to construction and design when senior leadership is absent from office. Makes strategic decisions, based on organizational goals and objectives. Assists executives and / or senior directors in defining organizational goals and strategic plans. Participates with other senior managers to establish strategic plans and objectives.

Design and Construction Management is responsible for leadership and support in capital project design and delivery strategies, policy, contract development, and training; design professional selections; building/safety code and regulatory issues; oversight of the Construction Review Board, Council of Campus Fire Marshals, Building Officials Council; provides training opportunities; management of the seismic program.

The Director is responsible for providing advocacy, guidance and oversight to the University campuses and medical centers, research labs, academic and student life facilities, and other non-campus projects for the capital project design and construction process. The Director is a liaison between campuses and several system wide office with capital program responsibilities. This leadership must be exercised for multiple, concurrent projects wit a high degree of visibility at the campuses, in the community, and with The Regents. Overall, this position acts as an expert and advocate to ensure effective communication and access by the campus to all University resources necessary for cost-effective and timely implementation of the University's capital program.

Project Oversight and Guidance Provides oversight and guidance for all construction and design activities at UC campuses, medical centers and other locations / projects. Interprets codes and standards and provides recommendations for updates and modifications both at the systemwide and state level. Working with senior campus administrators and UCOP senior staff, provide guidance toward the successful completion of major projects in the following areas: land acquisition, programming, pre-design/schematic design, design development, construction documents, construction, budget control, and schedules and progress reports. Assistance to include: Provide guidance pertaining to policy and practice for capital project design and delivery strategies. During development, as requested, participate in resolution of programming, project design, project cost, and construction issues. Advise campuses on contract and project management processes pertaining to design and construction including providing technical advice and assistance on code compliance and construction processes. Provide accurate solutions to policy and procedural issues, including interpretation of a range of contracts and agreements including, but not limited to the CM-at-Risk construction contract, the Design-Build construction contract, professional services agreements, and other contract issues in the areas of design and construction/Capital Program implementation. Advise planners, design and construction managers on architectural, budget, programming, schedule, development issues, public safety, accessibility, sustainability, and code issues. Generate reports and analysis as required by The Regents, Sacramento agencies, and UC executive management. Ensure data integrity within the UC Capital Projects database. Manages, prepares, administers, and directs organization-wide programs. Provides training opportunities systemwide that meets the needs/interests of the Design and Construction community. Regularly provides training on University policy and practice, and updates on applicable legislation, codes and standards.

Strategic Planning Participates with other higher-level managers to establish systemwide design and construction strategic plans and objectives. This includes design and construction contract development, modifications and interpretation, and providing guidance that influences policy and practice. Review UC professional agreements for viability and applicability in today's construction industry. Recommend and implement appropriate changes in consultation with the Office of General Counsel (OGC). Plans, designs, influences and implements organization-wide processes and infrastructure related to facility construction, ensuring compliance with applicable law, best practices and Regents' direction.

Systemwide and Industry Representation Represents the Office of the President to the internal and external community by cultivating and maintaining beneficial working relationships with key location contacts, industry partners and stakeholders as well as public regulatory bodies and entities. The Director works closely with the University of California Office of General Counsel, other institutions of higher education, the Office of the State Fire Marshal and the California Department of Health Care Access and Information (HCAI). Represent the UC system to regulatory agencies in code development, implementation, and processes that affect the UC Capital program. Implement agreements (e.g. Memorandum of Understanding) as needed with relevant agencies to minimize risk and facilitate expedient project delivery. Regularly interacts with executives. Interactions frequently involve special skills, such as negotiating or attempting to influence senior level leaders regarding matters of significance to the organization.

Required Qualifications

  • Minimum of 10 years of senior project management experience, preferably in a complex environment. Experience must include management experience in an institution, corporation, or in the public sector.
  • Excellent leadership abilities.
  • Advanced knowledge of planning, design and construction procedures, industry practices, and / or highly developed expertise in a highly specialized and critical discipline. Advanced knowledge and skill in construction management, supervision, inspection, code compliance and plan check.
  • Excellent written, verbal, and interpersonal communication skills, including effective negotiation skills and well developed political acumen.
  • Excellent team building and facilitation skills.
  • Advanced project management skills.
  • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
  • Advanced skills in strategy development, systems planning and change management.

Preferred Qualifications

  • Advanced knowledge of University organization, including its infrastructure, rules, regulations, policies and short and long range strategic building plans. Advanced knowledge of institutional construction environments, including infrastructure, and applicable rules, regulations, laws, policies and practices.
  • Excellent ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department.

Education

  • Bachelor's degree in Architecture, Construction Management, Urban Planning, or related field.
  • Advanced degree preferred

License/Certifications

  • License to practice in architecture or engineering.
  • Current California registration as an Architect, Engineer, or Construction Manager.
  • Certified Building Official preferred.

Special Conditions

  • Must pass a background check.

SALARY AND BENEFITS

Salary: $192,000 - $215,000, commensurate with experience.
