DEPARTMENT OVERVIEW

University of California Health comprises six academic health centers, twenty health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty and employees. All of UC's hospitals are ranked among the best in California and its medical schools and health professional schools are nationally ranked in their respective areas.

The Self-Funded Health Plans department within UC Health plays a significant role in helping the University retain funds spent on health insurance premiums by both the employer (UC) and employees within its own system. In 2014, the University of California launched UC Care, a self- insured PPO health plan. The plan provides medical and pharmacy benefits to UC employees, non- Medicare retirees and their families. UC Health is responsible for the administration of the plan. Beginning in January 2017, UC Health is also responsible for two high deductible and three additional Medicare plans that are self-insured for employees. Total membership in all these plans is about 85,000. In 2018, this team launched a consolidated benefits program for the 6,500 UC Medical Residents and Fellows at the 6 UC Health Centers. This new benefit package includes a self-funded PPO, flex-funded HMO, ASO Dental, ASO Vision, FSA, Group Life and Disability and new digital point solutions.

POSITION SUMMARY

The Benefits Coordinator reports to the Program Director and will manage the daily operations of the UC Residents and Fellows Benefits Program which includes self-funded medical, dental, vision, life insurance, disability insurance, FSA, COBRA administration, Point Solutions, and Benefits Administration System. The Benefits Coordinator will be the primary point of contact for the campus GME Director and Coordinators for general benefits questions and trouble-shooting issues related to but not limited to eligibility, claims and vendor performance. The incumbent will also play a key role with coordination of program brochures, member communications, open enrollment, and new hire orientation events.

Benefit Program Operations Management: Manage vendor relationship with vendor account management resolving plan design, operational issues and data gathering. Manage the UC Residents Benefits Program general email box by researching and responding to questions within 24-48 hours. Manage campus enrollment processing, research, and resolve eligibility and enrollment issues with vendor partners. Act as primary liaison to the GME (Graduate Medical Education) Director and Coordinators.

Communications, Plan Documents and Materials Integrity: Collect and review benefit plan documents and benefit attributes for accuracy and manage within internal systems. Manage and maintain accuracy of the benefits program brochures and custom website. Process carrier and client contact changes with carriers and update all internal systems and campus facing contact sheets.

Open Enrollment and New Hire Orientation Coordination: Coordinate vendor representation and materials for new resident and fellow orientations and open enrollment.

Other duties as assigned: Projects as assigned by the Program Director. Back up support to the Program Manager.

Required Qualifications

  • 3+ years of employee benefits-related experience.
  • Intermediate knowledge of basic group insurance products such as Medical PPO, HMO, Dental PPO, Vision, Life, Disability and Flexible Spending Accounts.
  • Proficiency in Microsoft Office products such as Word, Excel, and PowerPoint.
  • Ability to multi-task efficiently, to understand urgency, and to be flexible with ever-changing priorities and deadlines.
  • Ability to work well with others in a fast-paced, customer service-oriented environment and be responsive to co-workers and colleagues.
  • Ability to work independently, with minimal supervision and are able to take initiative and create solutions.
  • Strong organizational skills and attention to detail. Must be able to screen details and identify potential discrepancies.
  • Excellent verbal and written communication skills.
  • Strong problem-solving skills.

Preferred Qualifications

  • 5+ years of employee benefits-related experience.
  • Self-Insured Health Plan experience.
  • Group Insurance and employee benefits industry background or knowledge of variety group insurance products and benefit point solutions preferred.
  • Prior experience with external Benefits Administration systems i.e. Plan Source.
  • Strong analytical skills and a thorough knowledge of health and welfare design and administration.
  • Knowledge of all pertinent federal and state regulations and filing and compliance requirements affecting employee benefit programs including ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers compensation, Medicare, Social Security, and DOL.
  • Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Ability to learn and implement other programs quickly and efficiently.

Education

Bachelor's degree and / or any combination of relevant education and minimum 3-5 years' experience which would demonstrate knowledge, skill, and ability to perform the essential duties and responsibilities.

SALARY AND BENEFITS

Salary: Recommended salary range is $89,000 - $105,000 commensurate with experience.
