DEPARTMENT OVERVIEW

Capital Programs provides systemwide leadership and campus support in the following areas: capital budget strategy, policy and recommendations to the regents and the state of California; capital project design and delivery strategies, policy, contract development and training; design professional selections; building/safety code and regulatory issues; land use and site planning, long-range development plans, CEQA compliance and environmental documents; sustainability; and real estate transactions.

POSITION SUMMARY

The Deputy to the Executive Director - Capital Planning, Design + Construction, and Facilities Management provides analytical support in various capital planning functions, design and construction applications and facilities management efforts. The incumbent should have a background in these areas and has taken lead roles in the evaluation of planning principles, contract management, development and application of guidelines and policy. This position will be tasked with special projects as new University initiatives are identified. In addition, the Deputy will provide support to the Executive Director, Capital Planning, Design + Construction, and Facilities Management as needed.

The incumbent regularly works on issues where analysis of situations or data require an in-depth evaluation. The successful candidate must exercise judgement in selecting methods, techniques, and evaluation criteria for obtaining results. Deals with programs and projects which affect systemwide initiatives or specific campus development projects.

In response to systemwide initiatives or other special projects, the incumbent leads, directs, and participates in work flow and coordinates with all levels of staff within and outside of our group. The Deputy provides complex analyses across a broad spectrum of programs, policies and initiatives. Special projects could fall in the area of business case analysis, capital planning and budgeting, Small Business Enterprise outreach, sustainability initiatives, among others.

Develops and advocates solutions to organizational or research program issues, including developing and administering new systems, policies (including small business outreach, improved sustainability efforts), processes (review of Regental and Administrative items), or programs (Building Officials, Campus Fire Marshals, and seismic). Develops and coordinates policy or program communications; formulates strategies for education as part of our systemwide training program. Proposes, and participates on policy, strategy and planning committees and working groups.

Participates in a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization. Makes high level contacts of a sensitive nature, internally and externally, requiring discretion and diplomacy in order to negotiate with or persuade officials to adopt the proposed solution or program / process recommendations. Works with individuals, programs and teams across the system to develop the implementation of new programs and processes Collaborates with the Office of General Counsel to confirm understanding and interpretations of statute as it effects the execution of projects.

Leads efforts to conduct highly complex analyses across a broad spectrum of programs, policies and initiatives or provides in-depth, complex analyses Provides analyses for complex budget, cost estimating, academic data, systems and resource projects working directly with internal and external constituents. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors including interpretation of Code and Statute related to the work of Capital Asset Strategies, coordination with UC Fire Marshals and Building Officials.

Provides analytic and administrative support to the Executive Director. Researches and summarizes best practices in field.

Required Qualifications

  • Advanced knowledge of common organizational- or research-specific and other computer application programs such as Outlook, Word, PowerPoint, Excel, and Microsoft Project.
  • Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
  • Ability to use discretion and maintain all confidentiality.
  • Ability to multi-task with demanding timeframes.
  • Advanced analytical / problem-solving skills.

Preferred Qualifications

  • Advanced project management skills.
  • Thorough knowledge of organizational or initiative processes, protocols and procedures.
  • Advanced knowledge of applicable policy analysis techniques.

Education

  • Bachelor's degree in related area and minimum 5 years of relevant experience and / or equivalent experience / training. Degree in planning, architecture, or business administration is preferred.

SALARY AND BENEFITS

Salary: $103,000 - $117,000 commensurate with experience.

ADDITIONAL INFORMATION

This position may be eligible for a on site, hybrid, or remote within California work arrangement. The employee may be required to report to work onsite in Oakland, CA on a regular schedule.
