DEPARTMENT OVERVIEW

The Office of Legislative Analysis provides policy analysis and coordinates the development of the university's position on legislation, primarily at the state level, and prepares responses to legislative, gubernatorial and other official requests.

POSITION SUMMARY

Working in the Office of Legislative Analysis (OLA), the Senior Policy Analyst is responsible for: analyzing the policy and fiscal impacts of proposed state and federal legislation; developing responses to legislative and other inquiries from policy makers in Sacramento and Washington DC,; and providing analysis, coordination, and research that further UC's policy priorities. Reporting to the Director of OLA, the analyst serves as the primary analyst on legislation in their assigned subject areas, which will be determined based on the successful candidate's skills and interests as well as team needs. OLA supports both State Governmental Relations and Federal Governmental Relations by reviewing and analyzing proposed legislation and regulatory actions and recommending positions that support institutional priorities.

OLA Senior Policy Analysts analyze complex issues in a variety of subject areas including, but not limited to, academic affairs, business and finance, and university operations. The analyst will work with subject matter experts at the UC Office of the President, colleagues in the External Relations and Communications Division, and other stakeholders.

Legislative Analysis: The Senior Policy Analyst serves as the primary legislative analyst on legislation pertaining to assigned content area(s), to be determined in consultation with OLA leadership. The Senior Policy Analyst consults with other OLA Senior Policy Analysts and Directors on cross-divisional bills, as necessary. The Senior Policy Analyst works closely with OLA Directors and Office of the President subject matter experts in developing positions on proposed state and federal legislation and responding to legislative inquiries. Close coordination with the State Governmental Relations Office is also required.

The Senior Policy Analyst reviews, analyzes and recommends policy positions on state legislation and serves as liaison with State Governmental Relations and other UC offices on high priority legislation within their assigned portfolio. The Analyst must understand the implications of pending legislation and other issues and be responsive to UC's legislative needs. In so doing, the analyst will coordinate with OLA colleagues,
Office of the President subject matter experts, UC Legal, and others, including campus experts, as needed. This includes developing analyses of legislative proposals, drafting amendments, developing cost estimates, and developing materials to communicate the University's position (letters, floor alerts, etc.), as needed.

The Senior Policy Analyst also researches and develops responses to inquiries from the Legislature, the Governor's Office, and other elected offices in Sacramento. This includes providing contextual information to frame all responses to be consistent with the President's messaging on priority issues.

The Analyst will develop or review legislative and budget advocacy materials such as leave-behinds and fact sheets, in coordination with other departments within External Relations and Communications (ER&C) and other UC offices, as appropriate.

Policy Projects and Coordination: The Senior Policy Analyst also provides analytical support to further initiatives consistent with UC's policy agenda. This includes support for systemwide initiatives, ER&C projects, legislative engagement, and emerging issues.

Identifying and/or developing content on broad policy and legislative issues and coordinating with others to provide leadership with policy options and contextual information to consider. To accomplish this, the Senior Policy Analyst collaborates with UCOP subject matter experts, campus experts, and others. The Senior Policy Analyst also makes use of a wide range of other information sources in providing context for these high-priority issues.

In addition, the Senior Policy Analyst works with the Director, the Senior Vice President of External Relations and Communications, as well as other Division leads and key stakeholders, to draft issues briefings, memos, and talking points, among other deliverables.

Proposes, leads and/or participates on policy and planning committees and working groups.

Required Qualifications

  • Demonstrated broad working knowledge of current policy trends and issues as well as state and federal legislative and policy-making processes. Understanding of higher education trends and issues and of the University of California's academic and research mission preferred.
  • Strong analytical skills, including demonstrated ability to develop, assess, and synthesize information and recommendations from a wide variety of sources on a wide range of issues; significant experience applying appropriate tools in performing policy analysis.
  • Strong attention to detail and accuracy.
  • Strong interpersonal skills and ability to interact collaboratively and productively with diverse staff at a variety of levels both within and outside the University; demonstrated competency in working in teams.
  • Excellent verbal and communication skills and ability to present complex information in a clear, concise, and accurate manner.
  • Ability to take a high degree of responsibility and apply individual initiative, judgment, and political acumen with regard to governmental relations and public policy issues.
  • Ability to manage small to mid-sized projects.
  • Thorough knowledge of organization processes, protocols and procedures, intermediate to advanced knowledge of common organization-specific computer applications.
  • Ability to multi-task within demanding timeframes.

Preferred Qualifications

  • Understanding of higher education trends and issues and of the University of California's academic and research mission preferred.

Education

  • Bachelor's degree in political science, government, public policy, business/management, education, social science, or a related field and 5 years' experience in legislative or policy analysis, preferably in a higher education setting; or equivalent combination of education and experience.
