CATALYZE: MS4G Environmental Monitoring and
Compliance Advisor

Project Overview and Role:

The USAID CATALYZE Ethiopia: Market Systems for
Growth (MS4G) Activity is designed to benefit the Ethiopian people, build
community resilience, and strengthen rural-urban linkages in the areas of food
security and WASH. The main
objectives of the program are to 1) expand Ethiopian enterprises (increased
sales and revenues), resulting in more resilient and sustainable job creation
and retention in urban and peri-urban areas; 2) better align workforce skills
to the specific needs of private enterprises; 3) improve the business enabling
environment to enhance private enterprise growth and resilience; 4) mobilize
capital to unlock the potential of private capital to drive inclusive growth
and more resilient businesses and employment; 5) advance an open, inclusive,
and secure private sector-led digital economy, and 6) increase USG's
capabilities to engage and close trade and investment deals through technical
assistance to Prosper Africa Deal Team (PADT). MS4G builds
strong, collaborative relationships with private sector players in order to
co-invest in inclusive business models, advisory services, digital solutions,
and market-based initiatives that increase the resilience and sustainability of
Ethiopian enterprises and expand employment opportunities for women and youth.
In addition to MS4G's existing objectives, in
response to rising fertilizer prices due to the conflict in Ukraine, MS4G will
significantly expand its activities to
quickly address short-term constraints inhibiting farmers' access to
fertilizer, with an emphasis on access to finance, and to strengthen Ethiopia's
market system for fertilizer to increase resilience and self-reliance in the
long-term.

Primary Duties and Responsibilities:

The primary objective of the Environmental Monitoring and
Compliance Advisor will be to develop an Environmental Mitigation and
Monitoring Plan (EMMP) for MS4G and support the implementation of the EMMP, by
training MS4G staff and project partners, including Financial Intermediaries
(FIs) and Business Advisory Service Providers (BASPs) and Transaction Advisory
Service Providers (TASPs).
The EMMP lists MS4G activities, potential impacts (as identified
in the IEE), and describes specific actions (mitigation measures) that will be
undertaken for each category of activity. It also identifies the person
responsible for monitoring compliance with mitigation and the indicator,
method, and frequency of monitoring.

SCOPE
The Advisor will complete the following tasks:
- Develop an EMMP for MS4G.
- Develop tailored Environmental review forms (ERFs) as appropriate to include environmental criteria applicable to properly screen and identify mitigation measures for MS4G investment and partnership opportunities prior to facilitation of financing or other project support.
- Assist MS4G team to develop and adopt internal environmental reviews and due diligence procedures to ensure all activities supported reflect sound environmental management practices.
- Coordinate with local experts, USAID/Ethiopia counterparts, and other relevant local stakeholders as needed.

DELIVERABLES
The Environmental Monitoring and Compliance
Advisor is responsible for the following deliverables:
- EMMP based on core MS4G work plan and work plan addendums.
- Environmental review form (ERF) templates tailored for MS4G as required.
- Safer Use Action Plan (SUAP) based on Mission-wide PERSUAP if required.
- ERF training curricula for the MS4G team, BASPs and TASPs, and participating FIs.

All products to be delivered in writing must be
prepared in English and transmitted electronically. All deliverables must be
prepared in line with USAID branding policy, and using the guidelines, format,
and logos of USAID.

TECHNICAL OVERSIGHT AND SUPERVISION
The Environmental Monitoring and Compliance
Advisor will report to the MS4G Activity Team Lead or his designee.

Required Qualifications:

The ideal candidate shall have the following qualifications and experience:
- Technical expertise in environment, agriculture, and/or the financial sector.
- Experience in the development of environmental studies and/or environmental monitoring and mitigation plans for USAID projects.
- Knowledge of Ethiopia and of the environmental regulations of both the Government of Ethiopia and USAID.
- Proficient in English to be able to read technical project documents.
