Data, Informatics, and Analytical Solutions (DIAS) group is made up of three
portfolios that strengthen and harness digital and data ecosystems to
accelerate development investments and outcomes: 1- Information Systems, 2-
Monitoring, Evaluation, Learning and Analytics and 3- Digital Solutions and
Transformation.

Palladium's
Information Systems Portfolio is seeking a Senior Technical Advisor, Strategic
Information (HIV and COVID-19) for the Data for Implementation (Data.FI) project.
Data.FI is a five-year global project funded by the U.S. Agency for
International Development (USAID) to support the HIV and COVID-19 response.
Data.FI partners with programs to accelerate and sustain access to and use of
high-quality data to expedite HIV and COVID-19 epidemic control and
maintenance. By improving global, regional, national, and community/local
in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data,
Data.FI expedites program achievements to improve client services and attain and
sustain control of the epidemics. Data.FI supports host country governments to
enhance existing health information systems (HIS), informing management
responses to gaps in programming and sustaining impact by supporting local
partner transition.

The position is based in Palladium's
Washington DC / New York, NY / Chapel Hill, NC office.

Reporting and Supervision:

  • Reports to the Senior Technical Advisor, Measurement and Learning
  • The position may entail up to 30% international travel to countries within the Africa region, dependent on funding and COVID-19 restrictions

Primary
Duties and Responsibilities:

The
primary responsibilities of this position are to provide technical leadership
and guidance in planning and implementing monitoring and evaluation and data
analytics activities for PEPFAR and COVID-19 data with the purpose of improving
clinical management, service delivery outcomes, and program performance. Specifically, the Senior Technical Advisor
will:

Technical Leadership

  • Provide technical leadership and quality assurance for the development of PEPFAR clinical and community-based program analytics, visualization and use, with a primary focus on tracking the clinical 95-95-95 cascade
  • Analyze and advise on methods and techniques for validation and triangulation of data from multiple PEPFAR and government-owned data streams (e.g., MER, country EMRs, community-based information systems, expenditure analysis, lab, pharmacy, logistics, population-based household surveys, UNAIDS GAM, etc.)
  • Provide strategic inputs and guidance into the design, development and implementation of high-impact analytical products and visualizations to monitor cascade of care, programming pivoting, and identify priority populations
  • Work across technical teams (including digital health, data science, data analytics and data use) to provide consistent guidance and advice on priority programmatic questions of interest for HIV/AIDS programs (with a focus on tracking the 95-95-95 cascade), PEPFAR, and COVID-19; define data needs; and guide data analysis
  • Support country processes to review, compare, and align MOH indicators/requirements with PEPFAR/USAID indicators
  • Lead collaborative processes to develop the use of custom HIV/AIDS and COVID-19 indicators for USAID programs
  • Advise country teams on data quality assessment strategies, design, and protocols, including strategies for verifying receipt of prevention and clinical services, and/or treatment status
  • Oversee and provide support for the design, planning, and delivery of data analytic and visualization products, ensuring timely completion and high technical standard
  • Provide leadership and guidance for the design, planning, and implementation of quantitative and qualitative research, evaluation, assessments and other studies
  • Contribute to new business development, strategy, and other corporate initiatives, as required

Capacity Development

  • Develop capacity development materials and guidelines for deep-dive interpretation, visualization, and use of PEPFAR MER indicators
  • Conceptualize, design, and lead efforts to build capacity of MOH counterparts, USAID and implementing partners on PEPFAR MER indicators
  • Support and guide capacity building of internal teams and partners through formal trainings, mentorship, coaching and supervision

Management

  • Maintain strong, positive working relationships with country teams, partners, government counterparts, USAID Washington, and USAID Mission staff
  • Negotiate workplans with USAID, including building consensus around benchmarks, products, timelines, and developing budgets
  • Liaise with Data.FI partners to determine partner's scopes of work and budgets, and input into contracting
  • Manage workplan completion, working in partnership with Data.FI partners and the Data.FI management team
  • Participate in communities of practice and develop strategies to integrate data analysis and use approaches and tools into
  • Project and partner activities
  • Coordinate meetings and liaise with US government, country collaborators, and other program staff across organizations to carry out activities, as required
  • Oversee timely, accurate and appropriate reporting of project activities and results to USAID, including narrative progress reports and weekly, monthly quarterly, semi-annual and annual quantitative results

Key
Competencies Required:

  • Substantial experience with monitoring and evaluation of large-scale PEPFAR-supported clinical service delivery projects, including professional experience managing data, ensuring data quality, and analyzing and triangulating PEPFAR program data and other types of data (e.g., lab, commodity, pharmacy, population-based data) in support of program improvement. COVID-19 experience preferred
  • Experience working in field-based analytical or M&E role for a PEPFAR clinical partner strongly preferred. Must have knowledge of PEPFAR strategic information approaches, activities and trends
  • Advanced knowledge of PEPFAR data reporting streams and an understanding of how PEPFAR data and indicators relate and/or align to country health M&E and information systems, including clinical (EMR) and community-based information systems
  • Strong understanding of the construction of PEPFAR MER indicators and the organization of PEPFAR data, and the implications for data analysis, visualization, and interpretation
  • Advanced skills in data analytics and data visualization, with demonstrated experience identifying high-impact analytical questions and managing and facilitating data analytic and visualization projects (e.g., conceptualization, stakeholder engagement, design and execution, iteration, and training)
  • Proficiency using a range of statistical and BI programs to analyze and visualize data (including Microsoft Excel, R, Tableau, PowerBI, etc.)
  • Familiarity or past experience working with data from country health management information systems (e.g., DHIS2, HIV electronic medical records, LMIS, etc.)
  • Demonstrated experience working with USAID, CDC, and PEPFAR partners in the field, to improve program performance and build analytical capability
  • Proven experience with qualitative and quantitative research and evaluation conceptualization, design, methodology and implementation, including managing external consultants
  • Experience coordinating teams, and coaching, mentoring, and training internal staff, partners, and country government counterparts through a variety of methods
  • Willingness to travel and work abroad 25-30% of the time in developing countries and elsewhere
  • Excellent oral and communication skills in English

Professional
Expertise/Competencies Preferred:

  • French and/or Spanish language proficiency is an asset.
