Resource Manager Financial Analyst

St. Michael's has an immediate opening for an experienced Resource Manager Financial Analyst in the Fort Bragg, NC area in support of a large defense organization.

The selected candidate shall assist in providing end-to-end resource and financial analysis support services to the client, must possess an uncompromising work ethic, and be able to align with St. Michael's core values of Excellence in Reputation, Candor, Commitment, Teamwork and Dependability.

Location: Fort Bragg, NC

Active Clearance required: TS/SCI w/Counter-Intelligence Polygraph (Polygraph will be administered after hired but required to pass to maintain employment)

Contract length: Temporary - 3 months

Required:

  • Knowledge of DoD and Intelligence Community programs and budgets
  • Expertise justifying intelligence programs and budgets
  • Experience resolving intelligence resource management issues
  • Knowledge of key budget execution processes, such as: funds control and fund transfers

Desired:

  • Knowledge of the role of the Defense Finance and Accounting Service (DFAS) in controlling and executing funds for a Service, Major Command or Defense Agency
  • Knowledge of the IC budgetary processes and execution for the various US Intelligence funding programs
  • Knowledge of fund execution policies for principal DoD appropriations - O&M, RDT&E and Procurement.

Duties Include:

  • Analyzing and interpreting complex budget and execution data
  • Participating in review, control and reporting on client financial obligations
  • Preparing appropriate purchase document and taking actions needed to ensure the recording of funding commitments and obligations
  • Maintaining budget records, posting target increases and decreases and tracking commitments and obligations according to established procedures; verifying proper authorization, account codes and availability of funds
  • Preparing budget estimates and financial plans using practical, proven methodologies, carrying out all budget execution activities according to regulation and participating in developing and recommending budget alternatives
  • Assisting in formatting budget and cost estimates in support of major program activities, include POM, Budget Estimate Submission (BES), CBJB and execution year financial plan

Education:

  • Bachelors in Resource or Financial Management
