This Opportunity:
The USAID Uganda Health Activity (UHA) aims to increase access to and use of
quality healthcare services and improve the performance of the health system at
subnational levels in priority districts. Intended high-level results include:

  1. Improved access to and use of quality maternal, newborn, and child health (MNCH); family planning/reproductive health (FP/RH); nutrition; and water, sanitation, and hygiene (WASH)/infection prevention and control (IPC) health services at facility- and community-levels
  2. Enhanced local ownership and leadership for sustainable health outcomes
  3. Strengthened health system resilience at the regional-, district-, and community-levels.

UHA will also strengthen the capacity of local PEPFAR implementing
partners (IPs) to lead and sustain the epidemic response as part of sustainability
efforts.

The Uganda Health
Activity is an anticipated project, and the position is contingent upon award
from USAID.

The Chief of Party (CoP) will oversee the implementation of UHA. The CoP
is the main point of contact with USAID and other stakeholders. Apart from
activity implementation, the CoP with ensure that the activity operates within
an environment that is free of waste, fraud, and abuse. The CoP will ensure
that the activity complies with cooperative agreement terms and conditions, USAID
policies and regulations, as well as Palladium policies.

Reporting
and Supervision:

The Chief of Party will report to the Palladium Home Office
Program Manager and will work closely with USAID/Uganda

Primary
Duties and Responsibilities:

  • Provide overall guidance and direction to ensure that the activity is implemented in a manner that is consistent with project work plans, USAID, and Government of Uganda (GoU)requirements.
  • Serve as the main point of contact for USAID, the Ministry of Health (MoH) and other donors.
  • Manage consortium partners to ensure that they are effectively used, and advance implementation of UHA.
  • Responsible for project programmatic and financial reporting.
  • Provide direct supervision to project directors.
  • Identify areas of risk in a timely manner and works to mitigate their impact by instituting systems that seek to minimize fraud, waste, and abuse.
  • Serve as the main point of contact with Palladium Headquarters.
  • Perform other related duties and responsibilities as assigned

Key Competencies
Required:

  • Master's degree or another advanced degree in a relevant field such as medicine, public health social sciences, or management.
  • Minimum of 10 year's progressively responsible experience in a senor management role on a large integrated service delivery project in Sub-Saharan Africa with a similar scope and size.
  • Previous experience working on a USG program and working knowledge of USG regulations and requirements.
  • Technical expertise in FP/RH, nutrition, WASH, health systems strengthening, or PEPFAR programming.
  • Proven ability to work collaboratively with government, donors, the private sector, and community organizations to advance development and health objectives.
  • Demonstrated experience leading and managing multi-disciplinary teams to achieve results in a fast-paced evolving environment.
  • Excellent interpersonal skills, and experience writing and making professional presentations in English.

Professional Expertise/Competencies
Preferred:

  • Previous work experience in East Africa strongly preferred.
  • Existing relationships with Ugandan stakeholders a plus.
