Management Analyst 4 Headquarters Tumwater, Washington This position may be eligible to Telework. The Department of Corrections is seeking a highly motivated and qualified individual to take on the dynamic role of a permanent Management Analyst 4, within our Information Governance Unit. This is a full-time, permanent position and is located at the Department of Corrections Headquarters in Tumwater, Washington. Working with the Agency Information Governance Director, this position supports the Department mission to improve public safety by positively changing lives and by providing accurate information regarding Information Governance programs. Work of this position is essential in maximizing the value of agency information while reducing risk and cost. This position serves as a technical expert and resource for the agency's Public Records Tracking System and electronic discovery, providing tools, training, and recommendations to safeguard agency resources and reputation.

Duties
-
Manage, analyze, and report agency records statistics and trends to be used in developing strategic plans, goals and action plans:
- Gather, compile, and evaluate department public records statistics, creating both quarterly and annual reports that outline public disclosure trends for reporting to agency executive leadership
- Research and recommend tracking tools and process improvements that would allow better measurement of the agency's public records work, while bringing accuracy and efficiency to the process
- Communicate complex records trends and statistics in a meaningful way to both internal and external audiences
- Establish and modify baseline measurements that will continue to be updated in order to provide meaningful information to the agency Public Records Officer, executive staff, legislative staff and other interested stakeholders
- Coordinate and implement program processes to both monitor and measure PRA compliance, litigation trends and strategic goals
Serve as technical expert and resource to staff agency wide to facilitate agency compliance with public records requests, records and information management, and electronic discovery:
- Provide technical assistance to staff as needed in retrieving, storing, and transferring electronic records and information
- Communicate updates to the public records tracking system to staff end users via an established distribution list
- Develop and implement specific trainings, presentations, and user guides to provide various levels of agency staff
- Consult with the appropriate internal and external parties to implement optimal electronic searches in order to mitigate legal risk and improve efficiency
- Conduct daily search and retrieval of electronic records in their various formats (.pst's, external drives, text messages, IMs, social media pages, portable drives, metadata, email, etc)
- Use software to apply audio and video redactions and exemptions in response to public records requests, litigation, and discovery
Create, update, and maintain internal and external sites and systems to keep both the agency and the public educated and informed regarding agency public records policy and practice:
- Administer the agency public records tracking system
- Oversee and carry out the addition of new users to the public records tracking system in a timely manner and ensure they are given adequate security permissions
- Maintain and update email distribution list and external contact list for tracking system end users and public records contacts
- Organize and conduct regular quality assurance review of the public records tracking system for cases of misuse and under utilization
- Maintain, organize, and update the PD SharePoint site and administer all user permissions
- Oversee use of Information Governance virtual machines

Qualifications

Required:
- A Bachelor's degree in public administration, records management, business administration, law, or related field. OR Some college combined with applicable experience year for year against BA requirement.
- A demonstrated ability to independently research, analyze and make recommendations.
- A minimum of 1 year experience working with electronic records search, retrieval, and public records compliance.
- Experience includes searching for electronic files in various digital media, such as email, file servers, portable storage, and other electronic systems. Experience includes a demonstrated working knowledge of the legal requirements relating to both litigation discovery and public records compliance under RCW 42.56.
Preferred:
- Developing-level proficiency/experience using Discovery Accelerator or eDiscovery tools within Microsoft 365.
- Working knowledge of electronic search syntax, search term development, Boolean search logic.
- Supervisory experience.
- Advanced-level proficiency with Microsoft SharePoint.
- Experience administering site permissions for an organization wide application.
- Demonstrated ability/experience with change management and/or process improvement.
- Experience developing and/or updating training material.
- Experience with technical assistance and/or software testing.
