The Electronic Data Processing (EDP) Office Automation Specialist I/II is utilized by Six (6) departments within the County of Santa Barbara. The current vacancy is with the Santa Barbara Employees' Retirement System (SBCERS) in Santa Barbara, California.

ABOUT THE POSITION:
Under general direction, this incumbent provides specialized technical support of automated systems for user departments or county-wide application; assists in the development of associated policies and procedures; reviews and makes recommendations regarding technological advancements or changes; and performs related duties as required.

The EDP Office Automation Specialist I/II is the flexibly-staffed specialist series within the Office Automation career series. Incumbents, depending on assignment, provide technical support and expertise in Local/Wide Area Networks (LAN/WAN) operating systems and related software, administration, development, application support and data base management of n-tier and client/server systems. The emphasis of the I, or entry, level is the testing and implementation of large-scale, complex systems; incumbents may perform the full range of duties, including research and product design, on smaller, less complex projects. The II, or journey, level handles a broader range of more complex, large-scale assignments.

The Ideal Candidate will possess strong interpersonal skills, a high level of professionalism, and:


  • Bachelor's degree or Associate's degree in a related field.
  • Certifications in ITIL or Microsoft.
  • Experience running day-to-day operations of an Information Technology Service Desk.
  • Experience evaluating, escalating, and solving IT incidents.
  • Experience providing specialized support of automated systems ranging from enterprise-level to business unit applications.
  • Experience supervising or leading professional staff in a team environment or project.
  • Experience gathering, analyzing, and reporting on service desk metrics.
  • Experience processing, interpreting and communicating technical information to internal and external clients.
  • Experience writing clear and concise documents (e.g., memoranda, correspondence, etc.) and keep records organized accordingly.
  • Experience reviewing and making recommendations regarding technological advancements or changes.
  • Strong analytic and problem-solving skills and the ability to deal with the ambiguity associated with a rapidly developing environment.
  • Excellent oral and written communication skills and the ability to effectively interact with all levels of internal and external customers.
  • Professional experience in analyzing, designing, testing and implementing enterprise-wide systems.

THE PRIMARY SCOPE OF TECHNOLOGIES includes, but is not limited to: Active Directory, ADUC, GPOs, DFS, DHCP, DNS, Microsoft System Center Suite, PowerShell, end user support, Microsoft Windows Server, Microsoft Windows 10, file and print server management, Exchange suite including EMC, Outlook, OWA and ActiveSync, Self Service Password Reset Portal, our Service Catalog, Service-Now, Skype for Business, spam filtering, and volume licensing management.

ADDITIONAL TECHNOLOGIES that may be required include BitLocker, centralized backups, end point protection, network firewall management, , IP address management, Arctic Wolf, Securelink, VMware, wired and wireless networking.

HIGHLY DESIRABLE skills, experience and training:

  • Experience leading a team of IT professionals
  • Sample IT documentation that demonstrates your ability to communicate technical information to a variety of technical and non-technical audiences
  • Demonstrated skills developing solutions for end users and/or enterprise systems
  • ITIL training and/or certification
  • Microsoft training and/or certification
  • Office 365 management and/or certification
  • BA or BS degree in Computer Science, management Information Systems or a related field


Examples of Duties

  1. Assesses departmental automation needs; assists in communication with vendors and technical evaluation and analysis of products; installs and tests systems, upgrades, consolidations, or conversions; consults with departmental LAN administrators for training, problem resolution, and to provide expertise for informed decision making; provides recovery expertise during emergencies or in case of equipment failure.
  2. Identifies, analyzes, and recommends methods of problem resolution for user departments; assists and develops technical end-user documentation for in-house staff and/or departmental customers.
  3. Develops and implements appropriate training for in-house automation staff to provide direct support to departments.
  4. Regularly attends seminars and reads and evaluates trade journals, vendor reports, and other information sources for emerging technologies; researches products and manufacturers.

Employment Standards

  1. Two years of experience implementing and testing enterprise-wide software and hardware on a large scale (about 15 servers), including one year of direct experience with a large wide area network (about 500 devices); OR,
  2. Two years of experience performing duties equivalent to those of an EDP Office Automation Coordinator, Senior with Santa Barbara County; OR,
  3. A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Knowledge of: needs assessment and analysis techniques; installation and testing methods for various software products and hardware on a large network (about 500 devices); general concepts of microcomputer technology and administration and related software; IBM Personal Computer (or compatible) hardware and software including (but not limited to) Operating Systems (DOS, WINDOWS, WINDOWS NT, Windows 2000, Windows 2003 and successors, and Linux), Microsoft Office products, Outlook Active Directory; networks (EtherNet); computer communications and protocols (IP); systems analysis methodology; principles of office automation systems; office procedures including business and accounting practices and equipment; training techniques; Local and Wide Area Networks (LAN/WAN) including installation, maintenance, and training; and specific applications of hardware and software for LAN/WAN systems.

Depending on assignment, certain positions in this classification may require additional knowledge of: database design, implementation, and problem resolution; and client/server applications.

Ability to: provide analysis and recommendations for application, problem resolution, and user assistance to user departments for personal computer hardware and software; consult with vendors and departments that require computer equipment; plan work, set deadlines, and communicate effectively as needed to direct special projects; train and instruct others in microcomputer use; reason with abstract concepts; gather, organize and analyze information; develop and maintain effective working relationships with co-workers, vendors and user departments; communicate effectively in oral and written formats; organize the work of self and others; and respond effectively under pressure

Additional Requirements: Current valid California Driver's License at the time of appointment and must remain valid throughout the term of employment. This position may require working during weekends of off-hours. This position may require travel throughout the County. The essential functions of the class may require incumbents to work in cramped or awkward spaces and positions, and lift objects weighing up to 50 pounds.

Supplemental Information

  • Application Ranking: Applications that meet the employment standards will be evaluated and scored based on the highly desirable qualifications. Candidates' final score and rank on the eligibility list will be determined by the information provided in their application. This process may be eliminated if there are fewer than 11 qualified candidates.
Candidates must receive a percentage score of at least 70 on the application ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s) and exact duration of the employment list.

The following process is used for the Sheriff's Office and General Services Department:

  • Personal History Questionnaire (PHQ). Once candidates are placed on the employment list, the Human Resources Department will email candidates a notice regarding completion of a Personal History Questionnaire (PHQ). Failure to submit a PHQ by the deadline will result in disqualification from the selection process for the Sheriff's Office and General Services Department.
  • If candidates pass and are in the top group, they will be sent to the hiring department for consideration. Candidates that are interviewed and considered for the position, will advance to the next step in the hiring process, which includes the following:
    • General Services Department -
      • Background Screening: Includes an evaluation of references, prior employment, residence history, and neighborhood check.
      • Live Scan - Electronic fingerprint scanning that is certified by the State Department of Justice.
  • Sheriff's Office -
    • Polygraph Examination: Measures the accuracy of information disclosed on the PHQ and during the background investigation.
    • Background Investigation: Includes an interview and in-depth background investigation of arrest records, personal, military, credit, and employment history; inquiry of persons who know you and evaluate whether you respect the law and rights of others; are dependable and responsible; have demonstrated mature judgment in areas such as the use of drugs and intoxicants; are honest; and a safe driver.     • Live Scan - Electronic fingerprint scanning that is certified by the State Department of Justice.
All Positions: Appointees may be subject to a post-offer medical evaluation or examination. The appointee must satisfactorily complete a one-year probationary period.

The Public Health Department (PHD) requires all employees working in direct contact with patients or clients in a high-risk environment to comply with the PHD Employee Immunizations policy.
