Correctional Industries (CI) within the Department of Corrections (DOC) is seeking a highly motivated and qualified individual as a Workforce Development Manager - Industries Manager 4. This position is located at Correctional Industries Headquarters in Tumwater, WA.

This position is exempt from Washington State Civil Service rules.

Duties

Correctional Industries contributes to the Department's mission of Public Safety and Positively Changing Lives by maintaining and expanding incarcerated work programs which develop marketable skills, instill and promote positive work ethics and reduce the tax burden of corrections.

This position supports the objective by developing, implementing, monitoring, and improving incarcerated population programming availability through expansion of business and operational opportunities in Class II and Class I industries offered throughout the state.

As a business, Correctional Industries is committed to maintain and expand incarcerated work training programs that provide the following benefits:

The purpose of this position is to coordinate and supervise all re-entry, job training, and employment preparation programs within CI and to collaborate with community-based organizations to link those in our care with employers in the community. This position supervises up to seven (7) workforce development specialists and the WFD manager and WFD specialists serve the prisons by focusing on reentry and workforce development for CI program participants within each of the institutions.

Research performed by Sampson and Laub (1993, 2003) emphasizes the importance of social bonds in an individual's desistance from criminal activity. They explain the effect of education or employment on recidivism as a result of developing bonds to conventional norms that lead to attachment and commitment to conventional society. They argue life events can serve as turning points for changes in negative behavior and lead individuals to desist from criminal activity.

To support the department's mission, this position manages and assists in the design and implementation of all Correctional Industry incarcerated workforce development programs statewide. These programs include cognitive training programs, pre-release case management, employment planning (e.g. resume writing, interview practice, master job application creation) and job readiness assessments. This position also insures programs meet standards, policies and expectations developed in collaboration with workforce development experts and national standards. Insures fidelity of delivery procedures and processes, and supervises all reentry, job training and job preparation programs statewide within CI. Collaborates, coordinates and manages contracts and agreements with community based organizations to link program participants with employers, training, education, and community resources. As noted above, the efforts of this position directly relate and support the mission of improving public safety and positively changing lives.

Scope of Control and Influence:

This position is responsible for the development of Correctional Industries Class I private sector partnerships and expansion opportunities for Class II manufacturing/service units within statewide prison facilities. This position holds critical understanding of current Class II businesses throughout each facility, availability of current and new Class II business expansion opportunities, understands constraints, the value of stakeholder involvement, and supports all applicable policies and RCWs.

This position promotes, develops, and manages statewide Class I partnerships per DOC/CI policies, contracts, RCWs, and Bureau of Justice Assistance (BJA) requirements as administered through National Correctional Industries Association (NCIA) for Prison Industries Enhancement Certification Programs (PIECP). Class I industry management includes reporting requirements, comparable wage audits, and continually evaluating similar enterprises within our state borders to ensure Class I partnerships do not compete unfairly with existing WA State business as established monthly/annually per NCIA (PIECP) requirements. This position works closely with facility stakeholders to develop Class I industries for programming availability to the statewide incarcerated population for evidence based reentry opportunities.

Monitors and ensures compliance with all DOC policies, legislative mandates, and RCWs related to the management and intent of Correctional Industries. In addition, the position is responsible for representation of CI to the prison facilities and private entities within Washington State.

This position is a significant contributor to policy 700.000 and 710.400 Correctional Industries Class II and Class I employment, and is additionally relied upon to review, evaluate, and submit recommendations on a number of other policies that impact the assignment to and operations of Correctional Industries work programs.

This position can have a significant impact on positively changing lives by expanding Class II operations throughout the state, developing Class I private sector business partnerships when they are available, develop additional programming and training opportunities for successful reentry, engaging a larger sector of incarcerated population in evidence-based operations, increased budgets, increased staffing opportunities, and increased safety and security within facilities

Operating budget controlled:
No budget control. This position has authority for purchase approval up to $5000. Position must take purchases and capital requests exceeding $5000 to Assistant Director, Director, or Assistant Secretary for approval.

Other financial influences and impacts:
This position must possess a comprehensive understanding of the product market, capital expenditure, forecasted profitability, and workforce/supervisory demands to any Class II and/or Class I business expansion opportunities.

Decision making and policy impact:
Monitors and ensures compliance with applicable DOC and CI policies, collective bargaining agreements, and RCWs related to Correctional Industries. Implements changes as necessary. Reviews policies and procedures for CI and local institution operational procedures and provides input for updating. Understanding of local operational memoranda to comply with policies, RCWs, and possible Class I and Class II expansion opportunities. Responsible as project manager for expansion of Class II and Class I, makes recommendations for CI leadership, Assistant Secretary of Reentry, and DOC Secretary to consider.

This position works collaboratively with site General Managers and facility partners to identify sustainable and relevant opportunities, utilizing a variety of management skills and principles to work with diverse staff and institutional leaders. This position has authority to make tactical changes to operating procedures, improvements to processes, personnel and policy recommendations. This position serves as key contributor to CI's strategic plan related to reentry and workforce development goals.

Decisions are made independently related to established programs; whereas, decisions related to long-term planning and are strategic in nature are made collaboratively with the CI Corporate Brand & Outreach Manager and CI Director.

Successful reentry of those in DOC's care is a core mission of CI and the department. Public safety is directly affected by the decisions and recommendations made of this position. Identifies and schedules new instructor training as needed to meet program goals. Ensures that every CI training position has an appropriate SOC code. Maintains an accurate list, with Return on Investment where available, on all relevant SOC codes for reference and staff use. Meets with service providers in the community to develop employment placement opportunities. Attends and participates in community based and national forums concerning reentry


Qualifications

Required:

  • High school diploma or GED equivalent
  • Minimum of four (4) years experience in progressively responsible supervisory/management position.
  • Minimum of two (2) years experience performing outreach and/or networking with community organizations
  • Two (2) years of supervisory or lead experience related to instructing and/or delivering training for vocational rehabilitative or correctional reentry programs and/or initiatives.
  • Strong interpersonal communication, collaboration and analytical skills.
  • Decisiveness and makes timely decisions with out sacrificing quality even under ambiguous circumstances or when data is limited.
  • Ability to conduct market analysis when selecting new products and expanding operational opportunities.
  • Demonstrated knowledge and ability to use Microsoft Office Suite and Outlook.
Desired:
  • Bachelor's degree or higher from a recognized accredited college and/or university whose accreditations are recognized by U.S. department of Education (USDE) or the council of Higher Education Accreditation (CHEA) or foreign equivalent in Business, Public Administration, Human Services, or closely related field. .

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a "drop in" area available, however, a dedicated workspace within a DOC facility will not be provided.
