POSITION DESCRIPTION

POSITION TITLE: Assistant Program Manager for STOP-IT

LOCATION/DEPT: City Mission

REPORTS TO (TITLE): Program Manager for STOP-IT

STATUS TYPE: RFT

DEPARTMENT MISSION

To assist in accomplishing the mission of The Salvation Army through the coordination of all mission activities, Corps and social service, within the City of Chicago.

OUTCOMES

Assists in the management of the STOP-IT program including contracts, contract requirements, staff and task force objectives. Duties work to ensure the provision of the highest quality of care for survivors of trafficking in line with program expectations. Develops collaborative partnerships with other Salvation Army units, task force and community partners in order to achieve an integrated model of mission for the program.

ESSENTIAL DUTIES AND RESPONSIBILITIES



  1. Development and oversight of the STOP-IT Housing program in conjunction with the housing specialist.
  2. Maintains intern program, including recruitment, screening, training and supervision for current and interns.
  3. Maintains the STOP-IT 24/hour hotline on assigned day(s) per week, or as assigned to assist with gaps in coverage.
  4. Creates and develops program marketing including, but not limited to, social media communication, blog posts, and program summaries for fundraising purposes.
  5. Provides support to the STOP-IT team by assisting with and facilitating the following tasks, including, but not limited to: training, education/awareness events, and program-specific strategic planning.
  6. Maintains output and outcome measures for the STOP-IT Program.
  7. Provides support to the STOP-IT Program Manager as assigned.
  8. Abides by the National Association of Social Workers Code of Ethics including NASW Standards for cultural competence in social work practice.
  9. Researchers and identifies effective resources for volunteer recruitment (to include all possible sources, such as: corporations, schools, colleges, community agencies, groups, organizations, etc.)
  10. Develops and implements a volunteer screening and training regimen.
  11. Recruits' potential volunteers and maintains records.
  12. Responsible for interviewing interested volunteers, determining goodness-of-fit, and placing volunteers in appropriate role(s) within the STOP-IT Program.
  13. Implements recognition systems (i.e. Luncheons, correspondence, surveys).


Supervision



  1. Oversees and supervises staff designated for direct services through case management and the drop in space to ensure services are provided in accordance with the National Association of Social Workers Code of Ethics, grant outcomes are completed and required documentation is maintained.
  2. Supervises the housing specialist and volunteer manager and oversees the housing and volunteer programs.
  3. Facilitates community collaboration and connections with local resources, collateral sources, public and private agencies and organizations, and law enforcement, to advocate on behalf of participants. Provides support to staff in engaging with these resources and identifying agencies to fill gaps in participants' needs.
  4. Supervises interns assigned to case management and the drop in space.
  5. Facilitates biweekly group supervision to discuss case updates, trends in case load, and relevant social work skills/theories useful to the field.
  6. Initiates contact with supervisor and appropriate hotlines as a mandated reporter when elderly or child abuse or neglect is suspected.
  7. Keeps Director informed regarding case related subpoenas and attends court when appropriate.
  8. Provides supervision and ongoing support/training for current volunteers.


Intra Agency Responsibilities



  1. Collaborate with other Salvation Army units and personnel to successfully maintain and achieve policies and procedures, goals and objectives, and outcome-based measures related to Hope-Strong.
  2. Attends agency's general, professional, training and consultation meetings. Presents field and program-related information for learning purposes.
  3. Performs record keeping functions such as typing case notes/recordings, filing case records, etc. Compiles case records into required reports and submits statistics to supervisor as required.
  4. Understands, and can effectively work under, the Mission of The Salvation Army and core values/objectives of City Mission.


Community Relations



  1. Attends community meetings and working groups to foster community collaboration and comprehensive service provision.



  1. Participates in networking with community groups dealing with the social problems impacting individuals and families.



  1. Provides expert-level community specific trainings to groups such as law enforcement, medical providers, social service providers and other appropriate community groups.


Continuing Education



  1. Attends workshops, conferences, seminars for continuing education units, CEU's, to increase professional knowledge and maintain Illinois licensure.
  2. Maintains knowledge of current trends in social work and the field of services to survivors of human trafficking.
  3. Maintains knowledge of current legislation that affects social work practice and services to survivors of human trafficking.


Other Duties



  1. All other duties as assigned.


REPORTING RELATIONSHIPS

This position reports to the STOP-IT Program Manager and supervises program staff, interns and volunteers.

This position works collaboratively with program staff, corps officers, and social services with the goal of ensuring effective delivery of quality services within the context of mission objectives.

In contacts related to this position's duties this individual acts as a representative of The Salvation Army and its mission.

PERFORMANCE MEASUREMENTS

This individual will be evaluated on how effectively the outcomes of this position are achieved, as well as the successful implementation of City Mission principles in program services. This includes:



  • Identifies potential trafficking survivors as evidenced by law enforcement or referral records.
  • Refers for services any and all clients in need of services as evidenced by law enforcement or referral records.
  • Will increase the number of identified, assisted and referred survivors at least by 5% each quarter of the project, as evidenced by law enforcement or referral records.
  • Conduct trafficking training with key community personnel each moth as evidenced by attendee sign-in sheets.
  • Conducts public awareness activities in key location each month as evidenced by documentation.
  • Will be trained in CISM treatment and be available to provide critical incident service on an as-needed basis.


Timeliness and accuracy of accomplishing assigned goals within budgetary guidelines will also be reviewed.

A 30, 60, and 90-day performance review will be conducted.

EDUCATION/EXPERIENCE



  • MSW or graduate degree in related area preferred.
  • Previous experience in case management is required.
  • Secures and maintains licensure when eligible.

POSITION LIMITATIONS



  • This individual will only commit Salvation Army resources that have been allocated or approved.
  • This position will keep the STOP-IT Program Manager informed on all critical issues relating to their area of responsibility.
  • This individual will adhere to all Army policies and procedures in carrying out the responsibilities of this position.


PHYSICAL DEMANDS/WORK ENVIRONMENT



  • The position is required to do light physical work.
  • In order to successfully perform the essential functions of this position, the assistant manager is required to use standard office equipment.
  • The work environment for the position includes office environment and social service setting with a low to loud noise level.
  • The position requires the ability to work off-site, as well as evenings
  • Maintain positive work atmosphere by behaving and communicating in a manner that fosters and maintains positive relationships with co-workers and supervisors.
